Phase 1 Voluntary Cleanup Contract, Automotive Dealership

BLE performed a Phase I ESA of an abandoned automotive dealership, which included a 13,330 square foot showroom and 17,520 square foot maintenance garage on behalf of a prospective purchaser. 19 hydraulic lifts, two underground storage tanks (USTs), three aboveground storage tanks (ASTs), and typical automotive maintenance products were utilized at the facility. On behalf of the prospective purchaser, BLE performed a Site Investigation that was negotiated under the terms of a Brownfields agreement. The Site Investigation included the evaluation of soil, groundwater, surface water and indoor air quality. Based on BLE’s Site Investigation, the purchaser entered a Declaration of Covenants and Restrictions, which limits the use of the site to industrial/commercial business, limits groundwater usage, and requires notification of excavation activities in specific areas. With the Declaration finalized, the purchaser redeveloped the property without any long-term environmental monitoring or remediation stipulations, provided they work within the guidelines of the agreed upon Declaration.
