The site contained three buildings—a large warehouse, an office building, and a small structure used for paint, primer, and solvent storage. The assessment identified multiple recognized environmental conditions, including underground storage tanks, petroleum‑stained soils, a former oil house, and historical use of hazardous substances and petroleum products. Based on our findings, the prospective purchaser elected to pursue a Non‑Responsible Party Voluntary Cleanup Contract with SCDHEC’s Brownfields program to address the identified conditions and advance the redevelopment. - [Sardis Church Road Expansion](https://www.blecorp.com/project/sardis-church-road-expansion): Macon, GA - BLE provided geotechnical exploration and analysis for the Georgia Department of Transportation (GDOT) on a $55‑million, 6.3‑mile project in south Bibb County. The corridor began at Sardis Church Road—tying into the I‑75/Sardis Church Road Interchange Project—and terminated at the intersection of Avondale Mill Road and SR‑247/US‑129. The work supported construction of five bridges and numerous reinforced‑earth retaining walls. - [I-85/I-385 Interchange](https://www.blecorp.com/project/poe-west): Greenville, SC - BLE provided construction materials inspection and construction engineering services for the I‑85/I‑385 interchange, a $231 million SCDOT project to improve safety and traffic flow in Upstate South Carolina. The work included roadway widening, other road improvements, and construction of ten new bridge structures. BLE staffed five inspectors who performed foundation and backfill inspections for mechanically stabilized earth walls, storm drainpipe installation and backfill inspection, concrete inspection for foundations and barrier walls, and roadway embankment soil testing for stability. - [Sierra Nevada Brewery](https://www.blecorp.com/project/sierra-nevada-brewery): Mills River, NC - BLE provided subsurface exploration, geotechnical consulting, and construction materials testing for the proposed Sierra Nevada Brewery—a 100‑acre development consisting of a visitor center, restaurant, brewery, and bottling warehouse totaling 278,000 square feet. The team characterized site conditions, performed consolidation testing on undisturbed samples, and ran finite‑element settlement analyses to evaluate foundation alternatives for a challenging tank pad with very large column loads. Based on testing and analysis, BLE developed and validated a mat‑foundation solution that meets settlement tolerances and provided a more cost‑effective alternative to deep foundations. BLE also issued practical recommendations for grading, earthwork, and construction materials to support the extensive cut‑and‑fill operations. - [Swamp Rabbit Trail Bridge Inspections](https://www.blecorp.com/project/swamp-rabbit-trail-bridge-inspections): Greenville, SC - BLE provided inspections service for the Swamp Rabbit Trail is a 22-mile-long greenway that runs along the Reedy River on a historic rail bed. BLE was engaged by Greenville Parks and Recreation to perform a condition assessment for nine of the 17 pedestrian bridges along the trail. In collaboration with the North Carolina Wildlife Resources Commission, BLE conducted a comprehensive site assessment and subsurface exploration, including soil borings and geotechnical testing, to evaluate damage and characterize soil and groundwater conditions. Based on these findings, BLE's Project Engineer and Geostructures group designed a gabion basket wall with integrated drainage measures to stabilize the slope, restore the travel lane, and prevent future erosion. BLE was also retained to provide construction monitoring during the repair. The approximately 20-foot-tall slope experienced shallow sloughing during heavy rainfall associated with Hurricane Helene. Although the pavement was not immediately impacted, continued erosion posed a long-term risk to the roadway, nearby utilities, and access to the adjacent facility. The repair area extended roughly 50 feet along the roadway and was constrained by the roadway at the crest and a stream corridor at the toe. - [Saluda Riverwalk](https://www.blecorp.com/project/saluda-riverwalk): Columbia, SC - BLE provided comprehensive geotechnical engineering services for the Saluda Riverwalk Phase II Bridge of the Broad River project in Columbia, South Carolina. The assessment was performed by applying an electrical current across the roof membrane surface using a hand-held wand. - [UST System Testing at Landfill](https://www.blecorp.com/project/ust-system-testing-at-landfill): Lexington, South Carolina- BLE assisted in completing the South Carolina Department of Health and Environmental Control (SCDHEC) required tank tightness testing after the install of a new underground storage tank (UST) at the Lexington County Landfill. - [Parking Lot Pavement Evaluation](https://www.blecorp.com/project/parking-lot-pavement-evaluation): Pickens County, SC - The School District of Pickens County established funds to replace the distressed asphalt pavement at the existing school bus parking lot located at 688 Pumpkintown Highway in Pickens, South Carolina. The purpose of the study was to provide an assessment of the existing pavement section, the underlying subgrade condition, and provide recommendations for a new asphalt section during replacement. - [Bridge Repair](https://www.blecorp.com/project/bridge-repair): Anderson County, South Carolina - Minor Street collapsed during a major rain event in early 2018 due to the failure of twin pipe culverts. As part of the Anderson County Transportation Committee contract, BLE oversaw the design and construction of the repair to Minor Street. The repair consisted of replacing the twin-pipe culverts with a hollow core slab bridge. The initial repair called for the installation of a box culvert. However, due to utility conflicts, the new culvert would have been 120-feet plus long and would have required a 401/404 permit due to impacts to 150-feet plus of Piedmont stream, along with the requisite mitigation. - [Automotive Manufacturing Facility](https://www.blecorp.com/project/automotive-manufacturing-facility): Spartanburg, South Carolina - Since opening for production in July 1994, an automotive manufacturing facility located on 1,150 acres in the Upstate of South Carolina, has continuously expanded and today (2018) incorporates more than 6 million square feet under roof. The client’s total investment in its South Carolina operations exceeds $8 billion and the company provides employment for approximately 10,000 people on-site and 30,000 people statewide. Current production rates exceed 30,000 vehicles per month. - [Boutique Hotel](https://www.blecorp.com/project/boutique-hotel): Greenville, South Carolina - A new boutique hotel is under construction along the Reedy River in downtown Greenville. The site was improved with three multi-story commercial buildings but was previously developed as a textile mill from the 1870s to the 1950s. BLE first performed a Pre-Demolition Asbestos Containing Materials (ACM) Survey of the three commercial buildings on site. BLE also conducted a Phase I Environmental Site Assessment (ESA) of the site, followed by leading the Site to the successful completion of the SCDHEC Voluntary Cleanup Program. - [Detention Center](https://www.blecorp.com/project/detention-center): Pickens County, South Carolina - Beginning in 2018, BLE was hired by Pickens County to provide project oversight and Chapter 1 building code inspections for the new Detention Center project. Total project costs were $25 million and construction will be completed in 2019. - [Education and Research Facility Construction Project](https://www.blecorp.com/project/education-and-research-facility): Greenville, SC - This institutional education and research facility project involved BLE providing construction materials testing and special inspections for the Clemson University School of Nursing Building on the main campus of the main campus of Prisma Health (previously Greenville Health System). The four-story, 78,000 square-foot education and research facility project was developed for $31.5 million dollars. The high-tech facility is adjoined to the University of South Carolina School of Medicine Greenville by a two-story connector structure. BLE’s services include testing and inspection of auger-cast pile foundations, soils, concrete, post-tension cable systems., masonry, and structural steel installation. These services were essential to supporting long-term structural  performance for this large-scale institutional project.  - [Old Toll Road Retaining Wall](https://www.blecorp.com/project/old-toll-road-retaining-wall): Asheville, NC - [New Patient Services Tower Construction](https://www.blecorp.com/project/new-patient-services-tower): Asheville, NC - The new Patient Services Tower will be approximately 600,000 square feet of new construction in Asheville, North Carolina. The patient tower will include an emergency department, surgical operating rooms, sterile processing department, and patient rooms. As of Spring 2018, demolition is complete and major site work is underway. This facility specializes in bath tissue, paper towels, and flexible print packaging. First Quality is approximately 3 million square feet, which includes two, 1 million-square-foot packaging/warehouse buildings, four tissue production machines with associated raw materials and utility buildings. The client also has its own, on-site, wastewater treatment facility. - [150,000-Square-Foot Health Care Facility](https://www.blecorp.com/project/150000-square-foot-health-care-facility): Cherokee, NC - Construction of a new 150,000-square-foot health care facility was recently completed in Cherokee, North Carolina that included new inpatient and outpatient services, a laboratory, pharmacy, emergency room, a physical therapy area, and dental and vision clinics. The site was particularly difficult, having over 230 feet of relief across the planned development area. Three different foundations systems were required to support the building given the widely varying soil conditions. The project was designed and constructed using the collaborative Integrated Project Delivery (IPD) approach. BLE was presented with the opportunity to design such a haul road for a landfill in Georgia. - [Pine Shore Dam](https://www.blecorp.com/project/pine-shore-dam): Transylvania County, NC - Pine Shore Dam is an approximately 40-foot tall intermediate hazard earthen dam with a public road that traverses the crest. The dam, with a 2H:1V downstream slope, has experienced seepage and slumping on the lower half of the downstream slope. BLE performed a geotechnical exploration of the dam that included soil test borings and groundwater elevation monitoring. Laboratory testing included shear strength of an undisturbed sample and grain size and plasticity tests for soil classification. Using the results of both the geotechnical and laboratory testing, BLE is developing a conceptual seepage and slope stability remediation design plan. In addition, a seismic study will be completed to ensure the final design is sufficient to protect the dam. Analysis of the distressed dam is ongoing. Stabilization of the dam and roadway will likely require a toe drain to control seepage and a soil berm to stabilize the downstream slope. - [Lake Blalock Dam](https://www.blecorp.com/project/lake-blalock-dam): Spartanburg, South Carolina - BLE provided subcontract geotechnical exploration services for the rehabilitation and upgrade to the pre-existing dam and spillway. Our services included performing a geotechnical exploration (soil borings, standard penetration test sampling, undisturbed sampling, test pits) and providing recommendations for filters, drains, rock anchors, lateral earth pressures, slope stability, site preparation, and piezometer installation. Laboratory testing performed as part of the exploration included moisture content, Atterberg-limits, grain size distribution, moisture-density relationship, triaxial shear, unconfined compression, direct shear, and consolidation. BLE also designed and monitored the construction of a temporary earthen cofferdam which successfully protected the construction site during a significant flood event. - [Highway 70 Retaining Wall Repair and Extension](https://www.blecorp.com/project/highway-70-retaining-wall-repair-and-extension): Asheville, N.C. - [Greenville Federal Courthouse](https://www.blecorp.com/project/greenville-federal-courthouse): Greenville, South Carolina - BLE provided geotechnical engineering services for the proposed new six-story Federal Courthouse project located in Greenville, South Carolina for the General Services Administration (GSA). This project was authorized by Congress along with several other Courthouses in the Southeast Sunbelt Region with a construction cost of $105 million dollars. This facility will house nine judges along with the U.S. Probation, Federal Public Defender, and the U.S. Department of Justice. - [Chattahoochee River Bank Stabilization](https://www.blecorp.com/project/chattahoochee-river-bank-stabilization): Phenix City, Alabama - BLE provided geotechnical exploration and slope stability analysis for the design and construction of a 125-foot long by 20-foot tall Mechanically Stabilized Earth (MSE) retaining wall. The new retaining wall, consisting of Filtrexx Living Wall Gro Soxx facing, was built to stabilize a failed slope located below an existing electrical transmission tower adjacent to the Chattahoochee River. - [Arch Culvert & Geogrid Reinforcement Wingwalls](https://www.blecorp.com/project/arch-culvert-geogrid-reinforcement-wingwalls): Greenville, South Carolina - BLE provided geotechnical exploration, laboratory testing, and construction monitoring and testing for an arch culvert and associated geogrid-reinforced wingwalls providing roadway access to a new landfill area. - [Underground Storage Tank Closure Assessment](https://www.blecorp.com/project/underground-storage-tank-closure-assessment): Liberty, South Carolina - The subject underground storage tanks were located on the property at the southeastern intersection of US Highway 178 and SC Highway 93 in Liberty, South Carolina. - [Tank Removal and Waste Management](https://www.blecorp.com/project/tank-removal-and-waste-management): Clemson, South Carolina - BLE managed the removal of 28 out-of-service heating oil tanks from a former housing complex. Petroleum contaminated soil from beneath the tanks was evaluated in the field, excavated as needed, and properly disposed of at a permitted waste management facility. Approximately 2,900 tons of petroleum impacted soil was transported offsite for disposal. Confirmatory soil samples were collected post excavation activities and a No Further Action decision regarding the fuel spill was received from the SCDHEC. The property is currently being redeveloped as a $200+ million mixed-use complex. - [Solvent Assessment and Remediation, Textile Manufacturing Facility](https://www.blecorp.com/project/solvent-assessment-and-remediation-textile-manufacturing-facility): A historical textile facility utilized a 6,000-gallon underground storage tank and later a 6,000-gallon aboveground storage tank to store solvents used for dry-cleaning operations. BLE was retained to investigate the extent of the contamination, which was ultimately identified in soil and groundwater throughout the site and adjoining properties. Two pump and treat systems and a soil-vapor extraction system (SVE) were installed as remedial measures. As part of a real estate transaction, BLE supported negotiation of a Brownfield agreement. To enhance and expedite remedial efforts, BLE identified that waste milk solution was routinely generated at the neighboring dairy facility. BLE performed a pilot study, which ultimately lead to injection of the milk solution to enhance bioremediation of the contamination. This green-sustainable bioremediation technology completely replaced the high cost and less efficient legacy remedial technologies formerly in-use at the site. This bioremediation project has substantially reduced contaminant mass and was the impetus for the successful property transaction. - [SECC Soil Screening & Disposal](https://www.blecorp.com/project/secc-soil-screening-disposal): Newton, North Carolina - Our client was installing a new 16-inch diameter water supply line in southeastern Catawba County which paralleled NC HWY 150. Work stopped on the project due to a perceived flammable hazard, which turned out to be highly contaminated soils. BLE was tasked with the following environmental consulting services: 1) sampling and analysis of the petroleum-contaminated soil for waste characterization and subsequent disposal, 2) performance of soil borings near the area of concern to assess the extent of contaminated soil or possible re-routing for the water line, and 3) identifying the source or source area and/or responsible party, if possible. - [Phase I and Phase II ESA – Brick Manufacturing Facility](https://www.blecorp.com/project/phase-i-and-phase-ii-esa-brick-manufacturing-facility): BLE initiated environmental due diligence on a vacant brick manufacturing facility that encompassed approximately 1,000-acres and over five industrial buildings. The Site included a clay mine for raw material production, material storage yards, manufacturing areas, kilns, final product laydown yards, shipping areas, and an equipment maintenance facility. The Site also utilized as an equestrian farm, residence, and automotive maintenance business. BLE’s knowledge and experience of industrial facilities allowed us to provide the Client with valuable information and knowledge to assess the potential risks at the property. - [Phase I ESA, Geotechnical Investigation, and Phase II ESA, Property Development](https://www.blecorp.com/project/phase-i-esa-geotechnical-investigation-and-phase-ii-esa-property-development): BLE’s span of technical services were utilized in support of redevelopment of this property, which included time-sensitive completion of a Phase I ESA, Geotechnical Investigation, and subsequently a limited Phase II ESA. A dry-cleaning facility and two retail gas stations were identified in close proximity to the site during the Phase I ESA. These off-site facilities were considered to present an elevated risk to the redevelopment of the property. BLE was able to quickly respond to the potential environmental risk by mobilizing personnel and equipment to complete a Phase II ESA to assess the potential impact to soil and groundwater on the site. BLE’s investigation supported timely acquisition and redevelopment of the property while establishing a clear understanding of the environmental geotechnical aspects of the property. - [Phase 1 Voluntary Cleanup Contract, Automotive Dealership](https://www.blecorp.com/project/phase-1-voluntary-cleanup-contract-automotive-dealership): BLE performed a Phase I ESA of an abandoned automotive dealership, which included a 13,330 square foot showroom and 17,520 square foot maintenance garage on behalf of a prospective purchaser. 19 hydraulic lifts, two underground storage tanks (USTs), three aboveground storage tanks (ASTs), and typical automotive maintenance products were utilized at the facility. On behalf of the prospective purchaser, BLE performed a Site Investigation that was negotiated under the terms of a Brownfields agreement. The Site Investigation included the evaluation of soil, groundwater, surface water and indoor air quality. Based on BLE’s Site Investigation, the purchaser entered a Declaration of Covenants and Restrictions, which limits the use of the site to industrial/commercial business, limits groundwater usage, and requires notification of excavation activities in specific areas. With the Declaration finalized, the purchaser redeveloped the property without any long-term environmental monitoring or remediation stipulations, provided they work within the guidelines of the agreed upon Declaration. - [Drum Removal & Hazardous Waste Assessment](https://www.blecorp.com/project/drum-removal-hazardous-waste-assessment): Simpsonville, South Carolina - During grading activities associated with the development of residential lots, buried 55-gallon drums were discovered. Over the following month, BLE worked closely with government agencies to characterize, excavate, and properly dispose of the drums and their contents as well as evaluate environmental site conditions following the removal of the drums. - [Mixed-Use Student Housing Complex](https://www.blecorp.com/project/mixed-use-student-housing-complex): Clemson, South Carolina - BLE provided geotechnical and materials testing for a $212 million dollar student housing construction project currently under construction. The project consists of eight, four-story, buildings divided into three zones and includes approximately 1,650 student beds along with retail space and student amenities.
